This is the latest step in our commitments to responsibly developing safe and secure AI technologies and being a key partner to enterprises operating in the EU.

Our commitment to Europe

Europe has long been an essential part of Cohere’s development. Several members of our leadership team are based in Europe, and we have steadily expanded our team and business presence in the region.

Our expertise in data security, on-premises deployments, and customization allows us to develop strong collaborations with government and business partners in Europe and beyond, and uniquely positions us to support their sovereign AI goals.

Our decision to sign the EU AI Code of Practice reflects our commitment to working with governments on their goals for responsible AI development and to our customers in the EU.

About the Code of Practice

The Code of Practice is a voluntary framework that aims to provide clarity for how providers of general purpose AI models can comply with specific articles of the AI Act. The Code was drafted with input from a large number of stakeholders, including AI developers, from September 2024 to July 2025. Cohere was a contributor to this process, sharing our perspectives as the leading security and enterprise-focused AI developer.

Given the complexity of the issues the Code addresses, we — along with many others — encouraged Code drafters to balance specificity with flexibility to account for the dynamic, fast-developing nature of AI technology and the breadth of technology types, use cases, applications, and the range of organizations and business models that fall into scope.

This balanced approach must continue during the implementation of the Code to achieve its ultimate goal: to improve the functioning of the EU market, promote the uptake of human-centric and trustworthy AI, and ensure health, safety, and fundamental rights. Existing and forthcoming mechanisms for ongoing dialogue around the Code, such as the AI Act Advisory Forum, will be key to maintaining alignment with existing EU laws; reflecting emerging scientific consensus, especially on safety and security; and ensuring a level playing field for small and large companies to support the EU’s own AI ecosystem within a global landscape.

Our decision to sign the Code, when it is formally adopted by the EU, builds on our longstanding track record for responsible AI development globally, including our signing of the Seoul Frontier AI Safety Commitments, Seoul Business Pledge, Canada Voluntary Code of Conduct and the Hiroshima Process for Advanced AI.

Our commitment to safe and secure AI is described in our Secure AI Frontier Model Framework, backed by our ISO 27001 and 42001 certifications, and guided by AI governance principles such as transparency, explainability, privacy, security, safety, and accountability.
